Invest Goole and Business Doncaster, both the economic development arms of their local councils have partnered to work together in delivering an investment message for ‘Rail in Yorkshire’.
Goole and Doncaster are centrally located in the UK, with excellent access to supply leading European markets and beyond. Siemens Mobility is developing a new 67-acre train manufacturing facility in Goole to supply the next generation of trains to the UK market with Transport for London (TfL) orders for the new Piccadilly Line already in production. Easy access to a skilled workforce and being able to accommodate such a large facility with scope to expand and attract other supply chain companies on adjacent land to create a ‘rail village’, are the main reasons why Siemens Mobility chose this area for their new rail factory. More than £1bn of new investment has been pledged as Humber Freeport built strong foundations for long-term growth in its first year.
Twelve months on from the launch of Humber Freeport, collaboration between industry, academia and the public sector has helped the region align on its unique proposition.
Major investments from global businesses have been committed to the Humber Freeport tax sites in Hull and Goole. These are expected to create more than 700 skilled jobs, in sectors ranging from advanced manufacturing and technology to ports and green energy.
Humber Freeport has positioned itself at the heart of the region’s industrial strategy, shaping skills development and innovation and helping to drive a place narrative capitalising on the Humber’s world-class expertise in decarbonisation and clean energy.
A year ago, Humber Freeport Chair Simon Bird welcomed delegates to Associated British Ports’ historic Pump House in Hull for the Freeport launch, when he set out the vital role of freeport status as a catalyst for growth.
Speaking 12 months later, Mr Bird said: “When freeports were established, the Humber was identified as the region with the most powerful proposition, and which could benefit significantly from freeport designation.
“Fast forward to today and we are seeing that potential being realised. The investments secured in our tax sites will be transformational for the Humber, both in terms of direct employment and through growth in the broader supply chain.
“It’s important we build on this impressive momentum. We’ve got off to a very strong start – now we must seize the opportunity to supercharge our region’s economy.”
Connecting many of the key investments pledged so far is the drive to decarbonise the Humber’s energy-intensive industrial cluster.
As the pre-eminent energy cluster in North West Europe, the Humber is on an ambitious path to net zero. Humber Freeport has aligned itself closely to decarbonisation and the evolution of low carbon, green technologies, including the fast-growing North Sea offshore wind industry.
Looking ahead, Humber Freeport will continue to work with the Government to help deliver on its green agenda, driving clean and sustainable growth.
Humber Freeport is also building on the region’s existing strengths in advanced manufacturing, logistics, chemicals and port-related industries.
Much of the early investment in Humber Freeport sites has been made within the Hull East tax site.
Those investments include Equinor selecting Saltend Chemicals Park for a low carbon hydrogen production plant and Pensana for a rare earth processing facility. Meld Energy for green hydrogen plant, also at Saltend, is also moving forward.
Other key projects have also been announced at the chemicals park – a clean gas plant by Standard Gas Technologies and plans by OXCCU for a demonstration plant to convert carbon dioxide and green hydrogen into sustainable aviation fuel.
Within the wider Hull East tax site, plans have also been approved for the £200m Yorkshire Energy Park, a technology campus which could support more than 4,000 jobs.
Patrick Pogue, Group Director, Growth and Innovation at px Group, owner and operator of Saltend Chemicals Park, said: “We’re seeing significant investment at Saltend by companies focused on green energy and low carbon technology.
“The incentives created by freeport status offer a very important additional attraction and give the Humber a major advantage in the international competition for major inward investments.
“Humber Freeport is a powerful weapon in the region’s armoury and acts as a catalyst for growth and skilled job creation.”
Elsewhere, Finish manufacturer Metsä Tissue has selected part of Humber Freeport’s Goole tax site to develop the UK’s largest paper tissue mill. The development will create more than 400 jobs directly, with thousands of indirect jobs in the supply chain and local economy.
Developer Wykeland Group holds the long-term development rights to the land and has worked closely with Metsä Tissue, facilitated by Invest East Yorkshire’s, Inward Investment team to enable the landmark development.
Wykeland has exchanged on a deal to sell the 211-acre site to Metsä Tissue, subject to planning approval, to pave the way for construction of the manufacturing facility.
Wykeland Managing Director Dominic Gibbons said: “Goole has become one of Yorkshire’s leading investment hotspots, as underlined by the Metsä Tissue investment and other large-scale developments such as the Siemens Mobility rail village.
“Freeport status has added a significant new positive factor, in addition to Goole’s other advantages, including its excellent location enabling businesses to reach markets easily by road, rail or sea.
“Attracting major investment, such as that by Metsä Tissue, will also benefit the wider area well into the future, as freeport status enables the retention within the region of very significant business rates to support long-term economic development.”
On the south side of the Goole tax site, plans have been submitted by Henry Boot Developments and landowner St John’s College Cambridge for a 300-acre industrial manufacturing and logistics park.
Humber Freeport has three core workstreams – innovation, decarbonisation and skills.
A Freeport Innovation Liaison Group has been established to support collaboration between stakeholders and industry, alongside the University of Hull and University of Lincoln. The group works to shape innovation policy and enable access to funding streams, with a focus on green energy, decarbonisation, ports and logistics, agrifood and medical technology.
Running alongside this is the Freeport’s decarbonisation sub-group, which is developing a Humber Freeport Decarbonisation Masterplan, due to be published this year.
When it comes to skills development, Humber Freeport’s £25m seed capital fund is supporting a number of key projects in the region.
These include training provider CATCH, which is developing a Humber Industrial Decarbonisation Centre as part of its mission to increase its apprentice intake to 1,000 a year by 2029.
Ideal Heating’s new UK Technology Centre, under development in Hull, is also receiving funding, as the manufacturer broadens its skills and capabilities in low carbon heating solutions.
Humber Freeport has also taken its message far and wide over the past 12 months, including being represented at Innovation Zero, the UK’s largest decarbonisation event, and UKREiiF, the country’s premier investment, property and infrastructure conference.
Rural homes and businesses in the East Riding of Yorkshire are to get improved broadband connections as part of a government scheme.
Broadband supplier Quickline has been awarded contracts worth nearly £300 million to provide improved broadband in Yorkshire and Lincolnshire, including 20,000 rural premises in the East Riding.
The funding is part of Project Gigabit, a government programme of £5 billion investment to enable hard-to-reach communities to access gigabit-capable broadband.
East Riding of Yorkshire Council will continue to work collaboratively with BDUK, Lincolnshire County Council, North Lincolnshire Council, North East Lincolnshire Council and the supplier, to ensure that the project meets its deliverables in a timely manner.
This access to improved broadband speeds in rural areas is designed to boost economic growth, create jobs and enhance educational attainment.
The government has set an overall coverage target of at least 85% of UK premises being able to access a gigabit-capable network by 2025, and then nationwide coverage by 2030.
Project Gigabit is targeting homes and businesses that are not included in broadband suppliers’ commercial plans and currently have speeds of less than 100 megabits per second.
This will reach parts of the East Riding of Yorkshire that might otherwise miss out on getting the digital connectivity they need.
Project Gigabit is expected to start in the East Riding in the coming months and will run for the next four years.
The premises that are to be included in the East Riding will be known in the coming months and will be announced soon.
Councillor David Tucker, East Riding of Yorkshire Council’s deputy leader said: “The East Riding is currently in a strong position with 86% gigabit-capable broadband coverage. This has been achieved through both public and commercial investment.
“However, there are still residents and businesses for whom a reliable, fast broadband connection is a challenge, especially in rural areas.
“Delivery of many commercial and public services is increasingly dependent on good quality internet access, and it is also critical to the delivery of the council’s digital strategy.
“This contract award demonstrates a significant investment in our region, providing up to 20,000 rural premises with gigabit-capable broadband, with the potential to increase our gigabit coverage to over 95%.
“Improved digital connectivity will ensure the council can fully make use of digital solutions, to provide the very best service to our local communities and help maximise our economic potential.”
Quickline CEO Sean Royce said: “The award of these latest contracts underlines our position as the primary Project Gigabit broadband provider in rural Yorkshire and Lincolnshire.
“We have now won all four contracts we have bid for, making us the UK’s second largest Project Gigabit regional delivery partner and the only provider to be awarded a contract serving England’s largest county, Yorkshire, under the programme.
“We are a regionally focused provider, and through our work as part of the Project Gigabit programme and beyond, we’re laser focused on delivering on our mission to connect rural communities to a world of possibilities when it comes to having access to fast and reliable broadband and our desire to make a positive social impact and create economic growth for these rural areas.”
Gigabit-capable broadband provides a download speed of at least 1 gigabit per second (or 1000 megabits per second). It is at least twenty times faster than the current average broadband speed in the UK and will allow you to download a high definition film in less than 1 minute.

Exciting plans to transform Goole’s Market Hall into a vibrant food hall and events venue have taken a major leap forward this week with the announcement that a third-party operator has been appointed to run the venue.
In response to a formal tendering process conducted earlier this year, Brew York, a brewery based in York that also operates tap rooms and bars at venues in York, Leeds, Otley, Pocklington, Guiseley and Knaresborough, submitted a successful bid to bring its hugely popular combination of craft beer and street food to Goole.
In addition to the food and drink offering from Brew York, the refurbished Market Hall will also offer flexible space for local creative and craft businesses and host events of both a commercial and community nature to generate an income. A boxing event held there earlier this year was just one example of the many different types of activities that the venue could host in the future.
Councillor Anne Handley, Leader of East Riding of Yorkshire Council, said: “I’m absolutely delighted that Brew York has been appointed to operate the Market Hall and will be bringing its incredibly popular combination of craft beer and street food to the heart of Goole. This is a massive boost for the town centre, which will undoubtedly bring more visitors and increased spending to Goole.
“It was very important to the Goole Town Deal Board that, in addition to a food and drink offering that would boost the evening economy, the Market Hall should also still be able to host pop-up events and performances so we’re absolutely delighted with this outcome and can’t wait to welcome Brew York to Goole.”

We have been working closely with the Goole Town Deal team since the back end of 2023 to ensure that we transform the Market Hall into a hub for the town to draw more people out and create a vibrant destination for everyone to enjoy. The Goole Town Deal Board is investing £4 million of Government funding into the Market Hall and see it as an important ‘anchor’ destination that will significantly increase footfall and spending in the town centre, benefiting other town centre businesses and boosting the local economy. It’s hoped that the venue can become a central part of what’s considered to be Goole’s ‘cultural quarter’ by collaborating closely with Junction Goole and Goole Museum, which are both nearby.
During the Covid-19 pandemic, the Government gave the Goole Town Deal Board an early funding allocation and this came just at the right time for the Market Hall. A sum of £190,000 was used to carry out urgent repairs to the leaking roof, as well as a series of improvements inside, including the removal of the fixed stalls and levelling of the floor to create more space. This timely intervention halted the Market Hall’s long-running decline and made it possible for it to become a hub of activity once again.
Planning permission for the refurbishment project was granted in May of this year and work is due to start on site later this year in preparation for it re-opening as a food hall and events venue in the spring of 2025.
Back in 2019, the Victorian Market Hall’s future was looking increasingly bleak. It was costing Goole Town Council more than £1,000 per month to operate the market and the fabric of the building was in an increasingly poor state of repair. As a result, the market closed and the building was handed back to East Riding of Yorkshire Council. Thankfully, a golden opportunity arrived later that same year when Goole was invited to apply for a share of the Government’s Town Deal funding and the Market Hall became central to the Goole Town Deal Board’s plans to reinvigorate the town centre.
Humber Enterprise Park in Brough is celebrating its first decade as a key business location, marked by two major long-term lease extensions and a new office tenant.
The successful completion of three significant property deals is propelling owner Westcore Europe into a new phase of growth, ten years after the site transitioned from an exclusive BAE Systems facility to a multi-occupier business park.
A Historic Transformation
Formerly the exclusive home of BAE Systems, known for the iconic Hawk jet flown by the Red Arrows, Humber Enterprise Park opened its doors to new businesses in 2014 following a sale and part leaseback. This transformation reduced BAE’s East Yorkshire footprint, paving the way for a vibrant business hub.
Located near the M62 and the strategic logistics corridor of the M1 and A1, the park offers easy access to Hull, Leeds, York, and all Humber ports, making it a prime location for business growth. The 79-acre site features upgraded production and storage units, and office suites ranging from 1,000 to 30,000 sq ft, named after historic aircraft, developed at the base – Bluebird, Firebrand, and Hawk.
New Lease Agreements
Westcore is capitalising on recent successes with significant lease agreements. Cablescan and Supercraft have committed to the site with seven-and-a-half and nine-and-a-half year deals, respectively. Both companies operate in the defence sector. Additionally, Pure Renewables has signed a three-year lease for its commercial and industrial division.
Cablescan, a part of the Fortune 500 listed Amphenol Corporation, manufactures high-performance electrical cable assemblies and control panels for various industries, employing 100 people at the site. Brough serves as their UK headquarters, with additional facilities in the UK and Europe.
Lloyd Cooper, Cablescan’s Business Unit Director, expressed enthusiasm about their commitment to Humber Enterprise Park. “We are delighted to commit to a business location steeped in history and ripe with innovation. The site’s heritage is a source of real pride, and we are investing in our facilities to further enhance the working environment.”

In a significant boost for the local economy, Invest East Yorkshire’s Business Support Services has approved over £400,000 in Levelling Up grant funding since April 2023, underscoring its commitment to the growth and diversification of businesses within the East Riding of Yorkshire.
This initiative marks a pivotal step in supporting small to medium-sized enterprises, with provisions made to accommodate larger businesses demonstrating economic need and benefit.
Grants ranging from £1,000 to £50,000 cover a broad spectrum of project costs, including external consultancy, marketing, software licenses, and more, aimed at propelling business growth and innovation. However, it’s noted that everyday operational expenses are not eligible under this scheme.
Moreover, the scheme extends to capital expenditure, offering up to £10,000 for fixed assets and £5,000 for movable assets, alongside substantial carbon reduction grants of up to £20,000, incentivizing businesses towards sustainable practices. Larger scale projects, with significant economic impacts such as multiple job creation, use of local supply chains and improvement of visitor economy can avail of grants of up to £50,000.
Invest East Yorkshire’s comprehensive support structure, backed by knowledgeable advisors, offers a free diagnostic process to help businesses identify support and development opportunities. The range of services includes one-to-one advice, workshops, networking opportunities, and access to a rich repository of resources and referrals, demonstrating the team’s holistic approach to business support.
Councillor Handley, Leader of the Council said “The Business Support Services Team offer a wide range of services that help support our local business community. These grants are having such a positive impact in supporting the growth of our economy. I would encourage any local business owners and entrepreneurs to make contact to discover what’s on offer.”
The team’s impact is notable, with over 1,000 enquiries handled, 700 businesses supported, and 40 new businesses registered in the county, reflecting a vibrant entrepreneurial ecosystem. Additionally, 45 grants have been approved through the UK Shared Prosperity Fund and Rural Economy Productivity Fund since June 2023, with a potential additional £220,000 in funding on the horizon.
